Data Custodian
A position designated with responsibility and overall accountability for the Data within a Data Set, Data Collection and/or Application allocated and the capture, development, management, care and maintenance of the Data.
Roles and responsibilities
- Overall management of data from a business perspective. Considers operational and strategic business perspectives.
- Ensuring that legal, regulatory, policy, standards and other business requirements in relation to the management of Data continue to be met.
- Ensuring the conditions for appropriate use, sharing and distribution of the Data are established and maintained.
- Ensuring the Data meets all relevant requirements including quality (accuracy, validity, reliability, timeliness, relevancy and completeness), security, integrity, consistency, privacy, confidentiality, storage, archival and accessibility in alignment with documented and approved governance processes (where processes exist).
- Ensure safe keeping and preservation of Data (including in alignment with the Public Records Act 2002 (Qld) and relevant retention and disposal schedule).
- Ensuring the Data meets the needs of users.
- Understand, manage and control risks associated with the Data.
- Ensure metadata for the allocated Data Set(s), Data Collections(s) and/or Application(s) is identified, captured and published in the Queensland Health Data Dictionary.
- Authorise the access, use and disclosure of Data from the Data Set, Data Collection and/or Application.
- Ensure collection or conversion of Data can be justified in terms of the agency functions.
- Ensure the conditions and processes under which Data are made available, for example by licences or proactive releases are current.
- Delegated responsibility for the ongoing development, data collection, maintenance and review of Data.
- Appoint Data Manager(s) to handle the day-to-day activities associated with the Data.
- Responsible for investment and design decisions regarding the Data.
- Ensure Data is managed throughout the entire data lifecycle from requirements gathering through to retirement.
- Provide advice on the appropriate use and interpretation of Data.
- Resolve data submission queries from those supplying data to Queensland Health for the relevant Data set/Data collection.
- Escalate issues regarding Data as required.
- Undertake activities in consultation with the Application Custodian.
- Understand and where necessary coordinate the activities of others in the organisation that have specialist areas of responsibility such as Information Technology, Security and Information Management to support data management activities.
