Application Custodian
A position designated with accountability for the development, management, care and maintenance of an Application.
Roles and responsibilities
- Make investment and design decisions regarding the Application.
- Understand, manage and control risks associated with the Application.
- Appoint an Application Manager(s) to handle the day-to-day activities associated with the Application.
- Commission and decommission the Application.
- Ensure all relevant requirements are implemented in the Application including standards, quality, security, integrity, privacy, confidentiality and accessibility in alignment with approved and documented governance processes.
- Ensure that legal, regulatory, policy, standards and other business requirements of the Application continue to be met.
- Ensure a standardised process is in place to authorise user Application access requests.
- Ensure safe keeping and preservation of the Application (including in alignment with the Public Records Act 2002 (Qld) and relevant retention and disposal schedule).
- Ensure licensing requirements and agreements for the provision of minimum service capabilities are met.
- Ensure metadata for the Application is identified, captured and published in the Queensland Health Data Dictionary.
- Escalate issues regarding the Application as required.
- Ensure users of an Application are supported and needs are met.
- Identify and communicate change in the business environment that will affect service requirements.
- Ensure Application service level objectives are set (e.g. uptime, maximum allowed outage).
- Ensure continuous quality improvement of the Application including enhancements, patching and preventative maintenance.
- Facilitate advice and consensus to plan the Application’s long term strategy ‘roadmap’.
- Undertake activities related to the roles and responsibilities in consultation with the Data Custodian.
- Understand and where necessary coordinate the activities of others in the organisation who have specialist areas of responsibility such as information technology, security and information management to support application management activities.
- Ensure guidelines are set around allowable system access.
