Business needs
Implementation of the Data and Application custodianship roles and responsibilities will contribute towards the following:
- Queensland Health sharing information in appropriate ways both within Queensland Health and with external service providers (including for research purposes).
- Greater interoperability between systems connecting information to support the continuum of care.
- Improved ability to support responsive, dynamic and accountable management of the Department and of funding and service performance.
- Improved secondary use of Data including for reporting, planning and better resource management.
- Data quality improvement.
- Compliance with the QGEA Information Standard 44: Information asset custodianship.
- Ensuring Data and Applications are managed appropriately throughout their lifecycle.
Current state summary
- There are varying levels of understanding across Queensland Health in relation to Data and Application custodianship.
- Historically, Data and Application custodianship roles and responsibilities have not been consistently described and/or applied across Queensland Health.
- Accountability and responsibility for Data Sets and Applications have not been formally assigned.
- Multiple lists and registers of Data Sets and Applications exist across Queensland Health which include varying metadata in relation to Data and Application Custodians.
- In some instances, metadata in relation to Data Sets and Applications have not been updated for a period of time leading to inaccurate and/or incomplete information.
Current state risks
- The lack of formal appointment of Data and Application Custodians and clarity on roles and responsibilities could lead to ongoing issues with the consistent management of Data and Applications including data quality, integrity, accessibility and consistency.
- The absence of a Queensland Health Data Set Register impedes the ability to identify, define and organise information in a way that will facilitate access and the reuse of information.
- Poor compliance with the requirement of QGEA Information Standard 44: Information asset custodianship.
- Increased risk of the Department’s non-compliance with information management, legislative, regulatory and ethical responsibilities.
